Midterm Essay: Classical Organizational Theory
"Classical Organizational Theory deals with the 'systematic processes necessary to make bureaucracy more efficient and effective.' Name three scholars that are credited with the development of classical organization thought that most correctly fit into this definition of Classical Organizational Theory. The main points of Scientific Management is scientific job analysis which includes observation, data gathering and measuring how to perform each job. Another point is the selection of personnel which deals with training, teaching and developing workers. Another point is management cooperation which deals with how managers work with employees to ensure that all assigned work is done according to the principles of the plan and functional supervising which deals with the planning, organizing and decision-making activities and how workers perform their jobs.
Henri Fayol was an Engineer and French industrialist. He recognizes the management principles rather than personal traits. Fayol was the first to identify management as a continuous process of evaluation. Fayol developed five management functions. These functions are roles performed by all managers which includes planning, organizing, commanding, coordinating and controlling. Additionally, he recognizes fourteen principles that should guide management of organizations.
Luther Gulick was a specialist in municipal finance and administration. He expanded Fayol’s five management principles into seven functions. These functions include planning, organizing, staffing, directing, coordinating, reporting and budgeting.
Max Weber was a German sociologist who first described the concept of bureaucracy, an ideal form of organizational structure. He defines bureaucratic administration as the exercise of control on the basis of knowledge. Weber states that “Power is principally exemplified within organizations by the process of control’ He defines power as any relationship within which one person could impose his will, regardless of any resistance from the other. Authority he defines existed when there was a belief in the legitimacy of that power. Weber classifies organizations according to the legitimacy of their power and uses three classifications: charismatic, traditional authority and rational legal authority (Kim, 2012).
Weber states that rational legal authority is used in the most efficient form of organization because a legal code can be established which can claim obedience from members of the organization, the law is a system of abstract rules which are applied to particular cases; and administration looks after the interests of the organization within the limits of that law (Weber, 1946, p.95).
