From 9:00 AM to 2:00 PM and on Saturday September 20, 2014 from 8:00 AM to 2:00 PM.

1. Why did you become a Police Officer?

“Ever since I was a child, and as far as I can remember, I was attracted to Police work. When I turned 14 I enrolled in the Police Explorer program at my local Police Department. Later on, when I became an adult I worked in loss prevention for a National Department Store, so when I was 20 years old I attended West Coast College in Orange County and graduated from their police academy in two years. “

I think that people usually get distracted and break some law. I know that if I give them a ticket I am going to ruin their day.
6. How do you think the public perceives you as an Officer?

“ I think people perceive me as a very fair officer, that treats them with respect and courtesy.”

7. What is the most prevalent crime you investigate?

“Traffic violations, especially failure to stop at a red light or at a stop sign.”
8. What in your opinion is the worst crime?

9. Do you speak any other language other than English?
(Answered by Officer E. Romo.)
“Yes I do, I speak Spanish.”

10. Do you think it’s beneficial to Law Enforcement officers to speak a second language? Why?

“Yes. In Southern California you will encounter people who do not speak English, guaranteed.
In the City of Monterey Park, Mandarin and Cantonese Chinese, as well as Spanish, are widely spoken by the population.”
11. Does your agency provide any type of language training or incentive pay for Bilingual officers?

“Yes, the City of Monterey Park pays me a $100.00 monthly bonus for being bilingual.” (English/Spanish)
12. What percentage of persons do you think have limited English ability when responding to “call for service”?

“Approximately 25% of Service Calls are from non-English speakers”.
13. What methods do you utilize to communicate with persons you come in contact with during your work shift?

“I speak Spanish with the Latino population. For the Chinese-speaking persons, I’d ask assistance from their relatives or from other Police Officers. For certain procedures I utilize the Language Line.”
14. Do you ever utilize a telephone language line?

“Yes. The City of Monterey Park utilizes AT&T Language Line.”
15. Do you ever rely on citizens to help you interpret or translate during the course of your duties?
(Answered by Officer E. Romo.)
“I frequently ask non-English speakers to call a relative that speaks English utilizing their own telephones or if there are civilians that can assist with the language, I’d ask for their help. Usually all I need to do is to let them know to sign the ticket and also I inform them that they promise to appear as ordered.”
16. What does your dispatch center have to assist persons unable to communicate in English?

“We have bilingual dispatchers and we also utilize AT&T Language Line.”
17. Do you find working conditions in different areas with different ethnic concentration a challenge? If so, how are they more challenging?
