Bologna has helped to increase the inner mobility of students from around the globe but the increase of intra-European mobility hasn’t picked up as rapidly. Teichler states, “Outwards mobility for one study period up to graduation has been more frequent but there are still differences in each country”[7]. Due to gradual loss of exclusiveness, the value of student mobility has declined[8].

In this paper I will cover some of the history behind mobility and the higher education system in Europe, the stages of development to increase mobility, and I will address some current issues concerning areas which are in need of improvement.

2. History and Development
As stated on page 3 of Eurodata: Student Mobility in European Higher Education, the Bologna Process has been encouraged by “supra-national actors” since the 1950’s and involves a number of activities[9]. Students today typically have more of a “cosmopolitan”[10] mindset and learning institutions have an international approach to education, however, the regional institutions within individual countries make an impact on funding, curricula, credentials, regulatory framework, and governance (Kerr 1990)[[11]][[12]]. Teichler states that since shortly after the Second World War, progress has been made to unify national systems in higher education (Teichler 2012) which consists of “five activities with four stages of development making the largest impact on student mobility and the international” (Teichler 2012).[13]

2.1 First Stage
In the first stage, the main goal was to eliminate discrimination between European countries by promoting student mobility, which would enhance deeper sympathy and understanding between different cultures[14]. The Council of Europe has encouraged mobility since the 1950’s through, “conventions signed and ratified by individual countries for recognition of prior education as entry qualification to higher learning institutions, for the periods of study for mobile students during their course of study, and of degrees of mobile students”[15] (Teichler 2012). According to Teichler, it was during the 1970’s that Eastern Europe began cooperating with the Council of Europe and UNESCO, and then in 1997 with the Libson Convention due to help of the European Commission[16].

2.2 Second Stage
Western European and other economically wealthy countries have teamed together since the 1960’s to enhance student enrollment in higher education with the goal of enhancing economic growth and to reduce inequalities in the education system[17]. One suggestion, given by the OECD[18] was to “upgrade short study programs” in order to bring a larger number of diverse students and the courses of study offered (Teichler 2012). This did have an impact on growth for many European countries as a result.

2.3 Third stage
