Depending on how one views the purpose of performance appraisal, the "cause and effect" are not mutually exclusive. The effect part is the measurement of how well a team performs against certain predetermined metrics. The cause part are the areas that positively / negatively influenced the performance (effect); these causes are areas in which training may be needed so the effect (performance) will be different / better.
