“Traditionally, the role of the Human Resource professional in many organizations has been to serve as the systematizing, policing arm of executive management.” (Heathfield, n.d) Human resource managers are the starting point not only for potential employees but also for those needing assistance with current employees. Employee development begins with the HR department creating its own training system and implementing it effectively. “Development is an effort to provide employees with the abilities that the organization will need in the future.” (University of Phoenix, 2010) Compensation initiates with the HR department, by establishing pay scales and offering benefits to its employees. To protect the organization and the employees governance takes place. HR is responsible for employee relations, communication and appropriate recognition this is called Governance. “Working with supervisors and managers, employee relations representatives can aid effective communications by developing and maintaining three types of programs: information dissemination, employee feedback, and employee assistance.” (Heathfield, n.d) The HR department not only has to train and recruit but they are also required to take in account all legal, safety and ethical issues within the organization.
In conclusion, the HR has various functional roles. These roles range from recruitment, creating and developing training and establishing an organizational culture. A well functioning and reliable company requires the support of a highly functional HR department.
