How far was the Communist government of Lenin from 1917 - 1921 a government of the people?

Communism first occurred in Russia in 1917 due to Karl Marx’s vision of communism which was for the government could decide how much is made and what things in the country cost, everyone will be equal, education will be free to all, everyone will own everything(there will no longer be private property and farms will be collective ownership so will everything else, no more religion they believed that it distracted people from the “proper communism” beliefs and wanting people to concentrate on the country, everyone will work to their strengths. He wanted to make everyone the same. The second decree highlights he was a government for the people it was the decree for war which was bought in October 1917 which meant the government made a promise to the people that he would withdraw them from the war and make peace the people were thrilled about this because I meant loved ones returned and the economy got back together and the country could start to fix itself, the farming fields were destroyed and it meant everything could be restored including people’s confidence. The treaty of Bret Litovsk was signed in March 1918 and this was the peace treaty to stop their participation in the war. The last decree was decree for work which meant everyone would be in work which is anything point which highlight he was with the people. Lenin introduced the all-Russian congress of soviets which was a meeting of representatives which were given power in 1917. Due to Lenin wanting a civil war to overthrow the government the reds were supports of communism and white were against it. 3 million died at war and 2 million more died of disease all caused by the communist this is proof for communist helping the people as millions died due to them wanting to take full control. The communist could have saved 5 million lives by not having a civil war to take full control. When the bolsheiks won they introduced a group of people to make political decisions for Russia they were very powerful and normal people didn’t get much of a say anymore the people of Russia had lost their political voice, this meant it was effectively a dictatorship and had become a one party state. They introduced the Cheka which is the secret police and got rid of all opposition and people that spoke down about communism. Which doesn’t say he’s with people because he’s getting rid of people to have freedom of speech about certain matters.
