INTRODUCTION
The importance of education, as a dynamic and strong apparatus for developing people and their society, is increasingly being felt, especially in developing nations of the world including Nigeria. In fact, the belief in the efficacy of education has resulted in increasing commitment to the establishment of schools, colleges and universities and expansion of school enrolment all over the country.
Though the area of pupil personnel services has received very little attention in the professional literature, it is an administrative post that is critical to the effective operation of a school district (Duffy, 1990). MEANING OF PERSONNEL MANAGEMENT
Personnel Management can be defined as obtaining, using and maintaining a satisfied workforce. It is a significant part of management concerned with employees at work and with their relationship within the organization. According to Flippo, “Personnel management is the planning, organizing, compensation, integration and maintenance of people for the purpose of contributing to organizational, individual and societal goals.” According to Brech, “Personnel Management is that part which is primarily concerned with human resource of organization.”
In the primary school system, there are one or more people who are responsible for managing the welfare and performance of everyone within the school. This task of overseeing programs and setting policies that affect everyone associated with the organization can be referred to as personnel management.
AN OVERVIEW OF PUPIL PERSONNEL MANAGER The Pupil Personnel is the link between the school, community, and family. The pupils personnel management role includes being an advocate for all students; a consultant to school staff and parents; the school system liaison; and referral source to outside agencies. They are specialist trained to assess student needs, serve as student advocates, and act as a motivating force in removing barriers to student achievement. BASIC ROLE OF PUPIL’S PERSONNEL MANAGEMENT The pupil personnel worker provides direct and indirect services to school personnel, students, and families of students who are experiencing academic, behavioral, emotional, physical, and social difficulties. The pupil personnel worker as the liaison among the home, school, and the community provides a coordinated approach to addressing the needs of students and families by networking with agencies, connecting services, and collaborating with other human service providers to support students and families. With connections to home, school, and community, the pupil personnel worker is able to implement proactive strategies that may prevent or resolve problems. Pupil personnel workers are often assigned to high school feeder systems in order to provide an area focus for the intervention of pupil personnel services. To facilitate the student’s educational, emotional, and social development through the following interventions: direct service, networking, collaboration, and referral. Responsibilities of Pupil Personnel Worker The responsibilities reflect the role of the pupil personnel worker as a provider and coordinator of services.
