2. PROBLEM IN CONTEXT
Sedibeng District Municipality was established in terms of the Municipal Structures Act, No 117 of 1998 via General Notice 6765 of 2000 (Government Gazette, 2000). The region of the district encompasses the southern part of the Gauteng Province from Emfuleni Local Municipality in the east to Midvaal and Lesedi Local Municipalities in the west. Analysis of historical financial information taken from audited annual financial statements demonstrates that Sedibeng has gradually shifted from a healthy and financially sustainable position to one that is less optimistic in recent years. The once large working capital base has slowly been eroded over the years to a nominal amount implying that the accumulated surplus can no longer be considered as a source of funding for capital projects. District municipalities were once revenue driven from the levying of a regional service council tax (RSC Levy). Once this activity was repealed in 2006, district municipalities were forced to explore and implement alternative revenue generating business models to guarantee their continued survival.
